Despite the amount of illegal firearms and genuinely harmful drugs that America seems to be knee-deep in, police in Oregon are concerned that card-holding medicinal marijuana users might be legally carrying guns.

Under the U. S. Gun Control Act of 1968, guns may not be sold to drug addicts. Most people would agree that this is a good idea, as the mental image of a ‘drug addict’ is almost always negative: shaking, dirty, paranoid, and incapable of rational thought. Nobody wants to arm that person.

Concealed Handgun Permits are refused

The sheriffs of Oregon, however, are classing medicinal cannabis users as drug addicts and refusing to issue concealed handgun permits to them. The sheriff’s office, by state law, should not refuse to grant such a license provided a list of conditions is met. These conditions usually  include U.S. citizenship, completing  a gun safety course, no criminal record, no mental illness or substance abuse problems. Again, these are all reasonable requirements, but the medicinal cannabis patients who fulfill them are still being refused the permit.

Use of prescribed marijuana should not limit a person’s rights

Retired school bus driver Cynthia Willis is one such patient, and along with three co-plaintiffs she is part of a potentially landmark case currently under consideration by the Oregon Supreme Court. Cynthia likes to carry a Walther P-22 automatic pistol, which she says she’s never had to draw, for self-defense. She also uses cannabis to control muscle spasms and pain from her arthritis, but says she never uses it when she plans to carry her gun (or drive). So far she’s won two court cases on the argument that prescribed drug use does not disqualify a person from holding a concealed gun permit, and medicinal cannabis is a prescribed drug like any other.

What is at stake here is not just the right of medicinal cannabis users to carry (concealed) firearms: by Oregon law, if someone doesn’t have a concealed gun permit but does have a gun license, they can simply carry the gun openly, as Cynthia plans to do if she loses her case. Given the tragic events in Alphen aan den Rijn on Saturday as the latest in a long line of horrific shootings by licensed gun owners throughout the world,  it can be argued that gun licenses should be revoked altogether.

How do you abuse your own medicinal cannabis crop?

The underlying issue of concern in Oregon is the classification of medical marijuana patients as ‘drug addicts’, with all the negative connotations of this epithet. Although cannabis seeds have never been illegal in Oregon, and it was the first state to decriminalize possession of small amounts of bud back in 1973, courts recently decided that employers had the right to fire medicinal cannabis users. The sheriffs of this county openly argue that the majority of medicinal card holders are abusing the right to use ganja as a medicine, despite the fact that buying, selling, and dispensaries are still prohibited so patients must grow their own (or have someone grow it for them without profit) in order to do so.

Defending the rights of medical marijuana users

Executive Director of NORML Allen St. Pierre is focused on defending the right of every medicinal marijuana card holder to be treated like any other citizen: “A person who uses medical cannabis should not have to give up their fundamental rights as enumerated by the Constitution,”‘ St. Pierre said.

Obviously the Justice Minister of the Czech Republic sees in this idea an opportunity to lower costs for his ministry not to dismiss it, but the expert quoted in the original article is right about the quality of the cannabis grown in illegal operations. It’s just not grown for such purpose.

Rather than seizing it, why not grow it?

The junior government Czech Public Affairs (VV) party supports the idea of marijuana being legalised for for medical purposes. But while first thinking about importing  cannabis from Holland, they now appear to be tempted by the cut in costs such initiative would create, not seeing any troubles in using weed from the black market to provide for patients’ treatment .

Maybe this is the opportunity to think about the legislation in a different way for medical marijuana since more and more Czech state institutions and politicians support the use of hemp for medical purposes.

Well even if the idea is not a safe one for patients, at least it opens the debate on medical cannabis. Let’s just hope this will lead to a new law legalising the medical use of cannabis in yet an other European country. And if police wants to help, they could provide with the grow equipment from previous seizure rather than the weed itself.

ALL OF US USE DRUGS, BUT ONLY SOME OF US GO TO JAIL!

Despite a $40 billion a year “war on drugs” that is premised on the goal of creating a “drug-free society,” our country is swimming in drugs.

Most people start using drugs before they even leave the house in the morning.  Yes, that first cup of coffee is what many of us need to start the day.  The next drug that millions of Americans use, sometimes up to 20 times a day, is our nicotine! And then, after a long day of work, many of us head to a local bar or to our refrigerator and pour ourselves a cocktail, ice cold beer or a nice glass of wine.

And I’m just getting started.  There are over 100 million Americans who have used marijuana.  Thirty years after Nancy Reagan told us to “Just Say No,” half of high-school seniors will try marijuana and 75% will try alcohol before they graduate.  And what about the college students who use Ritalin to help them focus and put in long hours at the library? And how about all of the superstar athletes who use performance enhancing substances? What about all of the men ( and women ) who are deeply grateful forthe “little blue pill”? And how about the businessmen who stay up until three in the morning with the help of a “little bump”?

Drugs are so popular because people use them for both pleasure and for pain.  Drugs can be fun.  How many of us enjoy having some drinks and going out dancing? How many of us enjoy a little smoke after a nice dinner with friends? Many people bond with others or find inspiration alone while under the influence of drugs.  On the flip side, many people self-medicate to try to ease the pain in their lives.  How many have us have had too much to drink to drown our sorrows over a breakup or some other painful event? How many of us smoke cigarettes or take prescription drugs to deal with anxiety or stress? Throughout recorded history, people have inevitably altered their consciousness to fall asleep, wake up, deal with stress, and for creative and spiritual purposes.

While it is clear that drug use doesn’t discriminate and the majority of us are using one drug or another, the reality is that the war on drug users does discriminate.  More than 1.8 million people are arrested every year on nonviolent drug charges.  In New York City, “moderate” Mayor Bloomberg’s police arrested close to 50,000 people for marijuana possession in 2009 – and 87% of those arrested were black and Latino, despite similar rates of marijuana use as whites.  The reason for the discrepancy is that the NYPD stops and frisks blacks and Latinos – but not white people.  Last week the New York Times ran a front page story that showed blacks and Latinos were nine times more likely to be frisked than whites.

The racist enforcement of drug laws is not limited to just New York or just marijuana.  Thanks to the mass incarceration of people for nonviolent drug law violations, the U.S.  is the world’s leading jailer.  The U.S.  has 5% of the world’s population but has 25% of the world’s prison population.  Nationally, blacks are 13 times more likely to be incarcerated on drug charges as whites, despite similar rates of drug use.

Why are some drugs legal and other drugs illegal today? It’s not based on any scientific assessment of the relative risks of these drugs – but it has everything to do with who is associated with these drugs.  The first anti-opium laws in the 1870s were directed at East Asian immigrants.  The first anti-cocaine laws, in the South in the early 1900s, were directed at black men.  The first anti-marijuana laws, in the Midwest and the Southwest in the early 1900s, were directed at Mexican migrants and Mexican Americans.

Too often, the stereotypical “drug user” is someone we see panhandling on the street or the image of a young person of color.  The reality is that most Americans use some drugs and most families include someone who is dealing with addiction to a legal or illegal drug.  By declaring a “war on drugs” we have declared a war on ourselves, our families, and our communities.

We have to learn how to live with drugs, because they aren’t going anywhere.  Drugs have been around for thousands of years and will be here for thousands more.  We need to educate people about the possible harms of drug use, offer compassion and treatment to people who have problems, and leave in peace the people who are not causing harm.  And we need to take action against the incarceration of so many of our brothers and sisters who are suffering behind bars because of the substance that they choose to use.

The recent photos of the Dutch Prime Minister wandering around in a ‘FUCK DRUGS!’ t-shirt and swigging from a can of Grolsch at two in the afternoon would suggest so.

He was visiting Volendam, the small fishing village where hard drug use is so prevalent it’s known as ‘Cocaine Town’ in  Amsterdam. Being spiked with Rohypnol and dragged to a festival might have explained all this, as well as why the t-shirt seemed to have been forced onto the politician over the top of his shirt and tie without due care and attention.

The group of laughing blokes in the background, drinking beer and taking phone photos of the CDA leader as he grins like a twit, completes the illusion that this is the PM having it large on a day off rather than a serious flesh-pressing junket just days before a general election.

New campaign to “FUCK DRUGS”

The reason for both his visit and his t-shirt turns out to be ‘Moedige Moeders’ (lit.’Courageous Mothers’), an anti-drugs group (so probably no Rohypnol was involved). The t-shirt accompanies their new ‘FUCK DRUGS!’ campaign. According to their website the Premier was wearing it as “an example to the youth”, who can presumably now use it as justification for wearing t-shirts with the word FUCK on them, delighting Christian Democrats everywhere.

In the same article the Mothers refer to the government’s drug tolerance policy as “hypocritical” and a “co-conspirator in all the disaster” of vandalism, football hooliganism, and violence. I assume this was pointed out to him as they were giving him beer and stuffing him into the t-shirt as it was his party that instigated the tolerance policy in the first place.

Beer is apparently ok with the Moedige Moeders. Their website lists alcohol as a drug and condones 1-2 glasses per day for women and 2-3 for men, with the handy recommendation of no alcohol for two days a week to prevent building up a tolerance. A more honest campaign slogan might be ‘FUCK UNTAXED DRUGS!’

Twitter This

The goal of preventing substance abuse and addiction, especially in children and young adults, is absolutely to be applauded. A photo opportunity with a vote-hungry Prime Minister supporting this cause should be a winner for both parties. The image that was placed on Twitter by Balkenende’s top media adviser Michael Sijbom, spread across the internet faster than you can say “OMG ROFL” and appeared on the front of the Volkskrant, should be an embarrassment to all concerned.

What’s in a name?

Giving a Dutch campaign an English name might seem like a good idea to make it ‘hip’ and ‘edgy’; using an English obscenity, even more so; and the word ‘fuck’ isn’t that offensive to the Dutch (just as the word ‘cancer’ isn’t that offensive to English speakers but is one of the worst things you can say in the Nederlands).

However, the global arena that politicians now perform in has an audience that is unlikely to assume the t-shirt supports a serious anti-drug group, especially when the wearer is holding a beer. Unfortunately for ‘Moedige Moeders’ their presence is still so small that most of the Dutch audience probably won’t realize either.

What the Mothers need is a good media advisor to help them come up with a more accurate campaign slogan that won’t offend English speaking people the world over. Perhaps Micheal Sijbom will have some free time once JPB realizes that people are not, in fact, laughing with him.

The Dutch are among the lowest users of marijuana or cannabis in Europe despite the Netherlands’ well-known tolerance of the drug, according to a regional study published.  Among adults in the Netherlands, 5.4 percent used cannabis, compared with the European average of 6.8 percent, according to an annual report by the European Monitoring Centre for Drugs and Drug Addiction, using latest available figures.

A higher percentage of adults in Italy, Spain, the Czech Republic and France took cannabis last year, the EU agency said, with the highest being Italy at 14.6 percent. Usage in Italy used to be among the lowest at below 10 percent a decade ago.

Countries with the lowest usage rates, according to the Lisbon-based agency, were Romania, Malta, Greece and Bulgaria.

Cannabis use in Europe rose steadily during the 90s and earlier this decade, but has recently stabilised and is beginning to show signs of decline, the agency said, owing to several national campaigns to curb and treat use of the drug.

“Data from general population and school surveys point to a stabilising or even decreasing situation,” the report said.

Blaze – To get high!

Blunt - Either a hollowed out cigar filled with marijuana or (more commonly) a “marijuana cigarette” rolled with a blunt wrap (tobacco paper or emptied cigar).

Bowl - Can refer either to the part of a piece that holds cannabis, or to the pipe itself.

Bogart - The act of holding on to a joint/piece/blunt for too long, or one who does such an act: “Don’t bogart that joint my friend, pass it over to me”.

Boo – A street name for marijuana, listed only in anti-drug literature. No one has ever heard or used it. If you are ever arrested for possession, you should use this term, saving the taxpayers the expense of correcting and reprinting anti-pot pamphlets.

Kick-Hole / Carb – The hole on the side of a piece used to regulate air flow. Hold it closed with your thumb while inhaling to draw smoke into the chamber, then release to let air in and force the smoke into your lungs. Also called a “rush hole”.

Cherry – The red burning coal of marijuana in a joint or bowl.

Chillum – A pipe with the bowl in line with the stem.

Ganja – Just 1 of many synonyms for cannabis, others include  Dope, Marijuana, Grass, Draw, Puff, Blow, Weed, Gear, Ganja, Herb, Wacky Baccy, Skunk, Pot, Bob Hope and Bob – see the Ali G video below for many more

Hashish / Hash - The resin secreted by a marijuana plant. Different kinds of hash are prepared with a variety of recipes.

Hash oil - A liquid extracted from marijuana. Use mostly by dipping smokeables into the hash oil.

Hit – A drag or puff cannabis.

Hot Box / White wall - Getting high in a car or small space with no ventilation so that you are constantly inhaling atmospheric smoke.

Joint / Zut / Doob / Doobie - Marijuana cigarette. Kind Bud (chronic, hydro, sticky icky, highs) – High potency Cannabis.

Mids – Descent cannabis for the money you pay for it, if you don’t have a lot of money this is the best way to go.

Moocher – Someone who will smoke your bud in a second, but never has any of their own.

Papers / Skins – Cigarette papers used for rolling joints.

Piece - Refers to a pipe of one sort or another.

Resin - Black tar like stuff that builds up in smoking apparatuses.

The Obama administration announced today that it will not seek to arrest medical marijuana users and suppliers as long as they conform to state laws, under new policy guidelines to be sent to federal prosecutors Monday 19th October. A 3-page memo spelling out the policy is expected to be sent Monday to federal prosecutors in the 14 states which allow some use of marijuana for medical purposes, and also to top officials at the FBI and the DEA.

According to officials, the memo is designed to give a sense of prosecutorial priorities to U.S. Attorneys in the states that allow medical marijuana. It notes that cannabis sales in the United States are the largest source of money for violent Mexican drug cartels, but adds that federal law enforcement agencies have limited resources – It emphasizes that prosecutors have wide discretion in choosing which cases to pursue, and says it is not a good use of federal manpower to prosecute those who are without a doubt in compliance with state law.

And while the policy memo describes a change in priorities away from prosecuting medical marijuana cases, it does not rule out the possibility that the federal government could still prosecute someone whose activities are allowed under state law. Two Justice Department officials described the new policy to The Associated Press, saying prosecutors will be told it is not a good use of their time to arrest people who use or provide medical marijuana in strict compliance with state laws. The new policy is a significant departure from the Bush administration, which insisted it would continue to enforce federal anti-pot laws regardless of state codes. Fourteen states (Alaska, California, Colorado, Hawaii, Maine, Maryland, Michigan, Montana, Nevada, New Mexico, Oregon, Rhode Island, Vermont and Washington) currently allow some use of marijuana for medical purposes with more States expected to follow suit in the near future. California remains unique among those for the presence of dispensaries – businesses that sell marijuana and even advertise their services.

Attorney General Eric Holder said in March that he wanted federal law enforcement officials to pursue those who violate both federal and state law, but it has not been clear how that goal would be put into practice. The officials spoke on condition of anonymity because they are not authorized to discuss any legal guidance before it is formally issued. Officials were keen to stipulate that the government will still prosecute those who use medical marijuana as a cover for other illegal activity. The memo particularly warns that some suspects may hide old-fashioned drug dealing or other crimes behind a medical marijuana business. In particular, the memo urges prosecutors to pursue marijuana cases which involve violence, the illegal use of firearms, selling pot to minors, money laundering or other crimes. Medical marijuana advocates have been anxious to see exactly how the administration would implement candidate Barack Obama’s repeated promises to change the policy in situations in which state laws allow the use of medical marijuana. Shortly after Obama took office, DEA agents raided four dispensaries in Los Angeles, prompting confusion about the government’s plans.

New York:

Last Wednesday (07/10/09), changes to New York?s notorious Rockefeller drug laws went into effect, allowing judges to shorten the prison terms of some non-violent offenders; particularly those incarcerated for non-violent crimes such as cannabis posession. This measure will further reduce New York?s prison population, which has already declined in the past 10 years from about 71,600 in 1999 under Mayor Rudy Giuliani to about 59,300 today – The state?s crime rate also dropped substantially during that time.
Nevertheless, the state has been slow to close prisons;  this is a multi-billion-dollar industry – opposition from the correction officers? union and politicians from the upstate areas where most of our correctional facilities are has been fierce.

It was not until earlier this year that policymakers in Albany, confronted with fiscal crisis, mustered the will to shut three prison camps and seven prison annexes which amounted to a total of about 2,250 prison beds. This move is expected to save $52 million over the next two years.
But the state could go further… The prison system still has more than 5,000 empty beds in 69 prisons. What?s more, there are other ways to lower the prison population. For starters state lawmakers could repeal the Rockefeller mandatory sentencing provisions that remain on the books. This could automatically release hundreds (maybe thousands) of prisoners currently incarcerated where the presiding judge was obliged to impose a mandatory-minimum sentence.

Another option would be to increase the number of participants on work release. Today a mere about 2,500 are enrolled compared to 1994 when more than 27,000 people were in this time-tested program that helps prisoners manage the transition back into their communities.
In addition, the state could reduce the number of people who are returned to prison for technical parole violations like missing a meeting with an officer or breaking curfew – last year, this was more than 9,000 parolees . Most experts agree that for about half of these people it would be safer and smarter to enroll them in re-entry programs or provide more supervision. Also, more prisoners with good institutional records could be given parole. And eligibility for so-called “merit time”, which reduces prison terms for non-violent inmates (such as those convicted of marijuana-related crimes) who complete educational and other programs, could be expanded to people convicted of violent offenses many years ago.
Taken together, these actions could cut the state?s prison rolls by 5,000 to 10,000 more, enabling the governor and the legislature to close at least four prisons the size of Attica, which holds 2,100 inmates, or a greater number of smaller facilities.
After New York passed the Rockefeller drug laws in 1973, a mandatory sentencing movement swept the country, raising the nationwide prison population from 300,000 to nearly 2.4 million. This experiment in mass incarceration was a failure. There is no conclusive evidence that it enhanced public safety, and some research suggests that time in prison makes people more prone to violence. It has wasted billions of dollars a year and has devastated the low-income minority communities where most of our prisoners come from.
By downsizing its prison system, New York can now help point criminal justice in a more sensible and constructive direction and show other states how to save money in the process. Similar plans have been put in motion in California which spends an estimated $2bn annually on its 155,000 prisoners. Like New York, California is in a major financial crisis and has a reported fiscal deficit of over $29bn for 2009. It is the financial argument which is most convincing to politicians: for several years lobbyists have been campaigning for these releases on moral and compassionate grounds but it is only now that they are in financial meltdown that the lawmakers have started to take notice.

Just thought we’d share some helpful tips on what NOT to do when growing cannabis:

• 1. Don?t Over water – Over watering kills weed plants. Water once the top few inches of the soil dry out.  Hydroponics is harder to over water because rockwool has such excellent drainage properties. As long as the rockwool cubes are not sitting in liquid it is virtually impossible to over water a hydroponic setup. A hydroponic setup could either be watered constantly as the drip method, or once to three times a day as in the flood and drain method.

• 2. Don?t Tell People – Why? They will only be jealous. People love to feel important and that is why they will tell other people; because others will listen to them. – Keep it to yourself.

• 3. Touch/kill Germinating Seeds – Please have some patience. It sometimes takes 10 days for a seed to sprout. The paper towel method is recommended but be careful  because you must handle the seeds when transferring them from the paper towel to your growing medium. This must be done with extreme care!

• 4. Grow seeds from seeded weed – One of the greatest disappointments known to the growing man.

90% of what the final product will be is in the seed?s genetics and has little to do with the environment the plant is grown in.

Many get their hands on the seed and think they have a gold mine. They will probably grow something like this: hermaphrodites, tall late flowering females coupled with early flowering males. This is because the only pollen that could have produced the seed was from a hermaphrodite or a very stunted and late flowering male the grower did not notice. Unless you are prepared for possible disappointment don?t use “unknown”  cannabis seeds. This is why people buy seeds from seedbanks such as Sensi Seeds, White Label Seeds, Weed Seed Shop or Flying Dutchmen.

• 5. Don?t Over fertilize -Fertilize after first 2 spiked leaves appear follow the label. DON?T FERTILIZE EVERY TIME YOU WATER!!! Start with 25% and work your way up!  Leach the plants with lots of pure water every 2-4 weeks.  If the leaves suddenly twist or fold under, Leach and Spray with pure water for several days!

• 6. Don?t Under fertilize – Under fertilizing is less common but it happens. If you are one of those people that likes to give the plant just enough nutrients make sure you use a organic soil mixture with blood meal and bone meal or some slow release fertilizer with micro nutrients.

• 7. Don?t Start Too Early Outdoors – For several reasons! If you are starting outdoors June 1 is perfect. But if I start earlier I will get bigger buds right? Probably Wrong! Its strange but usually true: Plants started in early spring will get big but they will take significantly longer to start flowering. This is because at the peak vegetative period they sense the light cycles getting longer and longer, until June 21. But they don?t realize that its time to flower yet. Finally in the middle of August the plant says “HEY” “time to flower already” and it produces buds in August and September or later they will be tall as trees but thinner buds due to the fact that the sun is not as strong in September. Now if the ganja plants were put out later, as soon as they get a foot off the ground they say “what?s going on” I am just in early veggie and the light hours aren?t getting longer in fact SHORTER” Then the plants go crazy and since the sun is so bright in July and August you get amazing 6 foot trees that are heavier than the plants started in April!!! in addition to finishing earlier the late started plants are not nearly as noticeable.

Indoors is the same for different reasons. The light cannot penetrate more than a foot or two. So flower when plants are a foot tall. If you wait longer because you want bigger yields, you will get smaller yields and wait longer for them.

• 8. Don?t Start too Late Outdoors – Plants need atleast a few weeks growing time before flowering starts as the summer days get shorter.  Starting too late in the summer will lead to small and/or immature plants by the time the season ends (harvest time)

• 9. Don?t Provide A Bad Environment – Always provide air circulation and fresh air even during the night cycle is fine. All the air indoors should be replaced every 5-10 minutes.  Humidity between 30-70% temp aim for around 75-85? Even seedlings need a gentle fan to strengthen the stems.

• 10. Don?t Harvest Too Early – We know its hard. You see the buds and resin forming at a rapid rate. The buds are potent and you feel tempted to chop em down! The only problem is that another 25% of the weight will form in 2 more weeks. Wait until the plants have totally stopped growing and the white pistils are at least 50-75% brown.
